I would first review the software and then request access to a trial or demo account for the feedback of my employees and managers. I'd also make notes of any features one product may be missing collected from stakeholders.

It has to a combination of many factors , and amongst them the identification of needs should be the first one, as unless you know your needs, you cannot set your objectives/ goals and therefore cannot move forward. Once you identify ur needs, the second factor is to look for the available options which can meet your needs. After u have identified the available options the next factor should be to compare the available options, its feasibility and revisit your kitty to see whether you can manage it or not. Subject to your financial capacity and needs u should go for a suitable option, install it, keep monitoring & improving it to meet your needs.
