Maybe because it is suppose to be moral-boosting instead of easy-going fun without any obligations or commitments? Office events should be a thank-you, a get-together, a get-to-know-other, a free-food-and-drinks-event. Please do not call it, even internally, morale-boosting. Do you honestly want to attend such an event yourself? Why should your team? Either your team wants to attend or they do not. Your team members are adults and can decide freely. Let them be! What you want to avoid is that your team signs up for attendance and does not show up. Just ask them why they do not want to attend and try to incorporate this if still possible. If the event is outside working hours, they might enjoy their free time without colleagues.

An astute admin professional understands that an unwritten aspect to their role is that of cheerleader and encourager for the team so s/he seeks to build relationships from day one. Thus, when the time comes to rally the team for an event, it becomes easier to follow your lead. To facilitate participation, send a Save-the-Date far in advance of the event asking persons to respond by x date, along with at least two reminders. You may also choose to speak to team members still hesitant of attending seeking to answer any concerns and allay fears. Finally, ensure that the event has fun aspects with any formalities scheduled at the beginning and have the host "formally" end the event thus allowing persons to leave at their leisure.

For example, when the team was hesitant about a team-building day, I asked for their suggestions, included fun activities they liked, and added a small prize. The mood shifted, and everyone got more involved!
