Start by clearly defining the project’s priorities and setting criteria for both. Engage the team in discussions to understand the specific needs of each phase, whether rapid prototyping or high-precision final products. Consider using an approach, where fast iterations are used for initial designs and higher-quality settings are reserved for the final output.

New printers like the BambuLab P and A series and the Creality K series can achieve both high speed and quality. I recommend letting the 3d-printer manufacturer decide the balance between speed and quality.

3D Printing Quality and Speed are not exclusive to each other. While it is the case that in many industrial machines speed is sacrified for accuracy, this is not the case for consumer devices. Something like a Bambulabs X1 can deliver excellent performance and speed with materials like PLA. It's also extremely important to analyze the characteristics of the material being printed. You can print far faster with higher resolution with PLA in comparison to TPU. ABS also has high printability as long as there is an enclosure and/or heated chamber to minimize warping. Tweaking settings like wall count, top/bottom layer count can allow for faster prints with good surface finish but less durability.

Speed can have an impact on cost and lead times but quality will probably determine if your product is valuable / acceptable for your customer. Define clearly acceptance/success criteria and around those find the right balance between speed and quality. Printing slower doesn't necessarily mean higher costs, rather than print faster try printing smarter. Think if slowing down down the process can help avoiding post processing steps or think about including post processing fixture in the printed part. There are many ways to alleviate cost without compromising quality
