If you have almost no budget, you can always use a spreadsheet or similar to perform basic project management work. In the case of something really, really basic, I would look for a project management solution that at a minimum, can check-out and check-in shared data/information providing both 1) transparency and 2) keeping people from overwriting each other's data/information.

Project management tools in 2024 are a commodity. For small, well-structured teams, there's almost never a reason to pay for tools in the beginning. The only exception might be if you have a very opinionated flow or processes which require a paid tier to enable. But even then, consider carefully if you need that in the beginning.
