This question is faulty. Strategic Goals? Strategic goals? There is no such thing. You have Strategy....then you have Goals...maybe "key or important goals" Strategy is how to be successful and goals/plans is how to execute strategy.

Before jumping to the conclusion, try to understand the challenges he might be facing. There could be external factors, resource constraints or unforseen obstacles that are impacting his ability to meet the goals. The thing which helps is to ask open ended questions like, "Are there any particular challenges or hickups you are encountering that we could work on together".

I would ask my manager to go through what they understand of what is being asked to achieve. This is a criicial point to start because one can assess why there are the gaps and shortfalls where applicable and begin to address those problems

Strategy and goals are different. If the manager is lacking long term perspective, try evaluating personality traits , not everyone is for long term thinking and actions. If the traits are correct get a good coach assigned as first step.

Agreed because there could have been factors that were not taken into consideration prior to the execution coupled with the fact that while rolling out the project some of the steps and strategies for execution may not be the best and most effective fit. Therefore being open minded to brainstorm and step back to derive effective strategies are crucial

Creo que primero hay que revisar los objetivos para verificar el entendimiento y convicción del gerente y del equipo sobre los mismos. Luego definir los indicadores más importantes a ser medidos para su cumplimiento y Alinear los incentivos del equipo gerencial con los mismos !.
