Tell them their roles clearly, ensure their understanding by getting the feedback. Fix weekly goals . In the middle of a week ask about the progress. Ask questions to ensure that their answer to the question will say about their engagement or disengagement, especially ask questions related to their tasks or indirectly call their attention with a general discussion creating a curiosity among the team members to probe in to queries / clarification. This requires first integrity and honesty of the leader in conducting virtual meetings, once this is streamlined no problem of disengagement will happen. All together wins.

Trust is earned and built over time, so rather than setting up a 1:1 and jumping straight in with "What's going on, you seemed disengaged" (which could put someone on the back foot, especially if it's coming out of the blue and/or there is low trust already) - think of how you can regularly have 1:1s with the person. Start by seeking their input on how the team runs and how you can do better, e.g., - what do you think works well in our meetings? - how do you think we can improve the way we use and run our meetings? - what can I do better to make sure everyone in engaged and every voice is heard? Take action on their input. (Key to trust - don't ask if you're going to ignore the input!) Continue the 1:1s and expand the Q's over time.
