I work on a short film years ago that called for scenes at different times. The set was a bedroom. And it was shot on location, so I had limited lighting available. As both were at night, we crossed two 1k lights at the foot, covered with both diffuser, then white balanced. Then we covered both with a blue gel, to get the night feel, lastly, we used an ordinary light bulb in the bedside table. the scenes looked great. Another scene was in the kitchen. I used eight lights, two outside, to get the effect of morning. I used honey-colored filters on the interior lights and bounced a light off a silver reflector for the key.

If lighting and budget are spoken in the same sentence I would mostly turn down the project. You can get absolutely stunning lighting from LED sources in this day and age, and they are quicker to work with whilst required less crew and power.
Understanding and working with light is the best way to get around the idea of budget. Yes, there are times were you need $50,000 lights to make things "bright and shiny" but there are some many wonder things you can buy that shape block light. Don't be afraid to set things up and figure out objects around the house that bounce and block lights. Filmmaking and lighting is creative, so think outside the box.

In my experience I find it important to take all factors together. Videos invoke emotion. One must decide what the video is for, if you aim to invoke feelings of sadness, happiness, productivity or relaxation for example. One of the key ways to do this is within the lighting of a shot, within this comes lighting tone, colour hues, sharpness and grading, these drive purposeful video production choices. Of course aspect ratios, lens width and back lighting/surrounding impact these things and should be considered too. Most importantly though I find that many shots come about organically as the process is felt in the moment of shooting as it is at the moment of viewing.
Green Screen. To get a good flat light on your green screen, cross-light the background. Use a light meter to be sure you have the same light in the corners as well as the middle. Try and distance the subject far enough away from the background so lights used on the subject do not fall on the background. Use a back light on the subject, and know where the light direction on the background is to duplicate that on the subject.
