From a developer's point of view, I would strongly recommend to go with the "mobile first" approach. As we all know, the development process flows like a breeze when you're developing something for only bigger screens. However, the issue arises when you start with the mobile screen. There's always something which somehow breaks for some pixel size. So, doing a mobile first approach takes care of this by solving the problem beforehand. Using emulators like "Responsively" and combining the usage of such emulators with this idea solves 90% of the problem. Rest of it depends on the complexity of the design, animations, tech stack and website performance. These things are always going to be variable, so accept it and move on...
