On the ground it doesn't happen in real life. Vendor development and vendor certification take long time. Then the capacity build up at supplier's end as per your requirements in strategic locations also requires time. Planning and logistics of raw materials procurement begins from time a formulation development. In spite of all laid down procedures if you suddenly find your requirements have shot up dramatically over projection the only option is to go for import from globally reputed suppliers who don't require things like vendor certification etc to tackle the crisis as a shot term solution.

In case of chortage can disrupt the process operation. 1st thing is strategic storage to buy your self time and get to handle the shortage with minimal stress knowing that you have time buffer. Diversifying your suppliers is important also to guarantee solid supply As they say you can find in the pond what you do not find in the sea , look around you for smaller suppliers that you would resort to in such cases . Look outside of the box, some materials can be synthesized in some industries locally if you supply them with the raw materials. Sometimes its better not to look in a traditional way of aquiring your supply.
