Speaking out of experience, it needs to be clear with what end you want to implement e-learning content. If the goal is to translate a PowerPoint training into a e-learning training, the chances that you will succeed is slim. I would rather advice to think of a strategic way of implementing e-learning as in: What can e-learning do for our company? How can we use this digital learning technology to enhance learning in our company, to keep knowledge in house, to onboard people etc. Asking these questions before looking at tools will make sure you know why you are implementing this technology. After having a clear focus on why, you can look at the goals for the audience, what interactions are needed, what content needs to be made etc.

I’ve found that Adobe Creative Suite is the best tool for creating multimedia e-learning content. In my opinion, it has the best overall software for creating visuals(video, pics, infographics, etc.), audio and full presentations. Beginners are able to produce content but the more experience one acquires about the applications, the more advanced the projects can be. Professionals can create unbelievable content.
