I have found the tool PlayPlay to be good. Why? It integrates stock images and stock video with a great search interface. I have created videos that, a year later, still look good and did it without creating any video material. The subtitling with translation works pretty well too, for those like me in an international setting. It also features an AI interface in beta testing which can be a good starting place. It's expensive, in part because of the high-quality stock images, but I find it worth while.
