As with all jobs, skills make a difference, as does the experience accumulated in this field... if I have to rewire my house, I rely on an electrician, certainly not an ice cream shop clerk... that's why I would choose the most suitable professional to use certain software... a composer is the right choice and the obvious one!!!

Music plays a key role in any audiovisual project. The worst decision you can make is to budget for all departments except music, because a free library will take care of it or an AI app will do it for you. And of course, music is not a cheap element, so if you see that the budget is not enough, reconsider your scope and try to do the minimum with the best quality.
This is a bit tricky. It first depends on your budget. Can you license music? Do you need to go through a licensing subscription site? Must it be royalty free? Before any of that, often times certain music will inspire what I write. If I can not afford that music. I will find something similar that I can afford so that I can ensure it matches the emotional resonance I want to elicit with the end product.
IMO, Music is an essential enabler in delivering Elite messaging. So do you want the best music you ‘could have’ or that is ‘available’ for your film? Options: 1. You can make a private / internal use only film where you can use the latest Taylor Swift song. But you do not have the budget to acquire the rights so you can’t show it publicly without a lawsuit but it’s epic to you. 2. You could use royalty free, make it public, but you won’t stand out as hundreds of films could also use that track. 3. You could hire a composer for a unique soundtrack, but that requires budget and time (but not necessarily expensive as you might think). Once you have decided on your answer I think you will make the ‘best’ music decision for your film.
Ask yourself who you know that makes music. More than likely they have something already recorded that might be perfect for your film. Always tap into the network of creatives you already know. When you are a low-budget filmmaker you have to be willing to bring other creatives on board to enrich your project.
