Is this HR's role? Maybe the question is the wrong one. How can HR support managers and leaders in the business to align team motivation with company goals. If HR isn't aligned with company goals, and is operating at odds with what managers and leaders want to achieve you will waste time and effort. Much better to align raising team spirit with company spirits. And team motivation is really the role of managers and leaders. It isn't HR's dilemma on its own. Too often HR leaders are asked to do something about it, as if the managers and leaders are accountable and responsible for it first!
