What's the best way to estimate and monitor progress on a civil engineering project?

Scope definition is one of the most important aspects in project management. Well defined scope will help the project team, stakeholders, and contractors to be focused on reaching the project goals. Project Manager is responsible to take all proactive actions and work with the stakeholders to define project scope based in their requirements. Hearing stakeholders inputs, requirements and expectations at early stage has profound effect in project success. It is always important to keep the scope clear and without vagueness. This is necessary to avoid scope creep which can cause immense impact on cost and schedule especially if the project in the construction stage.

In my experience, scope definition is a very key component in the successful delivery of a project. Perhaps more important though is the requirement for constant communication to the client, the project team, and the contractor to ensure a successful project. Of these three, I have found that the communication between the PM and the client is critical, particularly for those clients whom are less sophisticated and more susceptible to misunderstanding and/or misinterpretation of the scope of the deliverables or execution of the project. The term "Oh, I thought..." from a client or a project team member during any segment of the project was always an "oh, oh!" moment for me.

Estimating and monitoring progress on a civil engineering project requires a systematic approach that incorporates techniques such as Work Breakdown Structure (WBS), Critical Path Method (CPM), Earned Value Management (EVM), progress meetings and reports, as well as leveraging technology solutions. By utilizing these methods effectively, project managers can ensure accurate estimation, timely identification of potential issues, and successful completion of civil engineering projects.

One thing about scope definition is that it becomes far from complete especially when all important project stakeholders are not engaged from project inception. For example there are situations where the project manager is engaged on a project after the planning stage. This is a wrong but common practice.

Agree that scope definition is the primary key to success, however from past experiences, defining these in documents like the PxP tend to get too complex. I’ve experimente greater success when these things are extracted from a contract and put in terms that isolate each definition in clear terms and not in “contract” language. Of coarse always writing them in a way that ensures they align and satisfy the contract. With the mix of professionals coming from vast field experience and those coming from great schooling programs, we need to ensure we know the audience and tailor the scope descriptions to get the message/story across effectively.

Once you have defined the scope, you need to break down the project into manageable and measurable tasks and subtasks, which form the work breakdown structure (WBS). The WBS is a hierarchical representation of the project scope that shows the relationships and dependencies among the different work elements. The WBS helps you to estimate the resources, time, and cost required for each task and subtask, as well as to assign responsibilities and accountabilities to the project team members.

Work break down structure starts with Project schedule and timelines. Devide the project in sub activities and create further activities of the sub activities. For Example a project comprise of 5 Towers in One project and every Tower has 20 floors and every floor has 4 units and every unit is of 3BHK. Work break down structure should be Tower 1 Floor no Unit no Unit can further be devided in multiple activities.

It involves decomposing the project into smaller, manageable work packages, tasks, and subtasks. Each component is assigned a unique identifier and defined in scope, duration, and resources required. WBS enhances project control, fosters accountability, and ensures project objectives are aligned. It details "how" the project will be constructed.

I agree with Aatif, The proper WBS + Project Schedule in place during the project execution is very helpful. Within it you can easily see the critical path, 'bottle neck', if you are in time or not, if you are within BGT or not. And of course, on regular basis EVM analysis is very helpful here as well.

Develop a detailed plan that includes specific tasks, dependencies, assigned resources and deadlines. Use project management tools such as the Gantt chart to visualize and organize activities.

I think the best way to estimate a civil eng. project is the bottom-up approach, at resource level. An other essential element is the involvement of the construction people that can inform about the quantity of resources needed, and their presence allow the estimate to be much more realistic and so precise.

The most important in scheduling is to have experienced engineers sitting next to and talking to the planner, so that the last one would connect the right dots. Many times engineers are not involved or do not contribute. This is exactly the turning point. One can use whatever tool or technique but it won’t make the schedule shorter or more credible without SME inputs.

When the construction works are on-going, preparation of financial statement report is a must with all cash inflow and outflow outlined. Additional information such as provisional variation works which could be foreseen before any official design changed is implemented is useful in alerting the cost manager on any possible cost implication. The early detection of this cost implication can eventually mitigate any future unexpected variation works arising from design changes without close monitoring.

Establish a monitoring system to measure actual progress compared to the initial plan. This may include regular meetings with the project team, progress reports, dashboards or online project management tools.

Earned value is a proven tool for measuring the health of the project. This gives the financial as well as physical progress of the project and estimates for finish also. But I prefer, especially for construction, the simpler methods like providing a weightage to the WBS and then decomposing it to the desired levels. I feel that the progress values seem much more relatable as weightages we assigned depend upon the many external factors and change from project to project. For financial health a simple invoicing values can be used.

Nowadays we have a wide range of softwares available which can be both used to check-in estimates and monitor the progressive phases,but what's most important is to first understand the methodology the softwares does use,the technical knowledge of that should be there before it's use,we can opt for various takeoff softwares to evaluate the estimates of an project such as planbuild etc,same goes with monitoring,go with the analytical ones where graphs,bar charts, visualisation,risk analysis are there to make u aware of the facts and proceedings,it's the best way to deal with these two parameters of an project phases to eliminate any errors and omissions

Regular Risk and Opportunity analysis, as well as Contract Change Management (from both sides: customer and subcontractors) must be presented in well-managed projects.

Lesson learned In order to prevent mistakes or unexpected surprises in future similar projects, it’s good to do lesson learned sessions regularly with the employees of the company. Also it is good to share to the entire engineering community, to various engineering societies and to engineering schools.

What I have learnt is that if there is a clearly defined scope with a detailed WBS with allocated resources, budgets and quants, earned value management can be effectively utilised to monitor the performance of a project. Develop a robust baseline programme, that will serve as reference for measuring progress and then define the measurable criteria for when work is "earned". Look to implement cost control measures, (to track actual cost), regular progress updates and calculate the variances (Cost & Schedule Variance) to analyse the performance. That coupled with useful KPIs and effective change control process for required adjustments allow for a more accurate EVM. Implementation of the above allows PM's to monitor and control the project.

Maintain clear and regular communication with all project stakeholders, including clients, team members, subcontractors and regulatory authorities. Provide regular updates on project progress and resolve issues or concerns promptly.
