Reading all abouve I can see that you don't have experience in power supplys At first a switching p/s works from 100 volts to 400 so input is not important. You have to disconnect the load to determine the autpout voltage. If you have eny voltage it means that it works but the regulations, the output capacitors are out off order or the oscilator is aut of frequency. If the fuse is blown the power fet is damaged. It will propably be not reperable because the oscilating ic will be damaged, and other components.
