When doing a branching story, consider whether your individual levels and progression should be linear and non-linear too. You can have a series of linear gameplay sequences, with only a few moments to choose between which narrative path to go down. (IE - TellTale's The Walking Dead) You can also have a completely non-linear open world in which you make these narrative choices on your own time (IE - Skyrim) For each route, really consider how the player's narrative decisions should influence the world around them. Consider the major ways NPCs interact, but also try and include very subtle ways the world may be changed as well

The player can decide to get extra resources by taking their life, but the moral weight of that choice will haunt them for the rest of the game.

Set up multiple areas of interest so your players can move at their own pace. Ghost of Tsushima does this very well, scattering story-driven events, hints, item, and dialogue across the map to be found at a consistent pace. Don't forget to give players the option to skip dialogue and story if it gets in the way of pacing!

It can be quite useful to create specific set pieces, environments, or challenges that you throw in at specific points in the game. In fact, the contrast created with this can help break up any feelings that the procedurally generated content feels too "samey" or "directionless"

A big thing with Emergent gameplay is to refrain from having too many planned out sequences. Instead, give yourself different tools, maybe plan out a few routes on how you think players should try the encounter, but leave a lot more uncertain. Consider placing items around routes you wouldn't personally choose, consider placing items in places you wouldn't think would be immediately useful. Maybe entice players with a useful item off the beaten path. Design obstacles without a solution in mind, test weather or not they are solvable, not weather or not they are solved in a specific way
