Actually, for a data analysis project, I believe splitting up projects in the functional blocks described above (preprocessing, feature engineering etc) makes little sense. They reflect an engineering approach. I adopt a scientific approach, and drive project execution by research questions. This is because there are too many unknowns and dependencies - both in the problem understanding and solution. In practice, I keep a list of questions, prioritize them, tackle only one, design an appropriate experiment (could be an interview with a stakeholder), stipulate expected results, lessons learnt. Often that can align very well with the typical phases like data collection, cleaning, modelling but the division should focus on presenting the business value at each step. For example, the data collection would already allow you to create some basic business statistics that may already be of interest (e.g. breakdown of #users per category, ...). Data cleaning may allow you to create a view into distribution (e.g. what is the time spend by these users). DS projects are more of research projects with a continuous (research-experiment-iterate) cycle .. unlike SE projects, your goals are not as straightforward as adding a feature to an app within a number of sprints, a DS project might aim for increasing accuracy of a model by x% which would require a series of experiments to attain, thus DS should be expected to be more long-term and research-based than others.
