Well. This can become overthought. I would outsource this. UL for example is great at this. Of course we are talking about a technical product. If there is any doubt, say, about human consumption or interaction that is already governed by a huge amount of regulation.

I like to start with identifying the worst case scenario. Take it to the extreme and identify what the user experience would be in that scenario. Does it stop core functionality? Does it ‘fail gracefully?’ Does not provide the user with an understanding of what happened and what they should do next? By doing this analysis I can identify mitigation tactics to improve the user experience in those scenarios.

This is just Legal. I expect that our language on documentation from Purchasing to Logistics covers this. Of course performance of the item should be clearly spelled out, with no guarantees outside of its intended use. Which means the Marketing Department needs to be very careful.

I reached the end and found no reference to Mil hdbk 217 product reliability in terms of MTBF based on electrical performance vs actual application and environment resulting in a numerical rating I can only say that this methodology described is very subjective in terms of functionality and will be heavily dependant on the review personnels oipinions giving a very biased result.
