We use preload when a resource needs to be present in the browser ahead of the time. We use prefetch when a resource is needed at a later stage and you want that to be present in the memory.

This technique is vital for optimizing webpage performance by identifying crucial resources needed shortly and initiating their early loading before web browsers' main rendering processes start. Amongst all tools mentioned here, I find WebPageTest the easiest to use to check if preloading resources was successful. For example: were the preloads detected soon enough, or was its discoverability pushed back by chunked HTML. Were the preloads actually needed, or is it only standing in the way of more important downloads. And were the implemented correctly, using the as attribute and maybe even crossorigin attribute. An unexpected double download showing up in a waterfall is often an easy sign that things went south and (often subtle) changes should be made to your preload links in your HTML. Additionally, use a RUM solution that will confirm the effect on real user experiences.

You've sown the seeds with preloading; now, see them grow. Tools like Google's Lighthouse and Chrome's DevTools Network panel help observe if preloaded content loads faster than other resources.
