First of all you need to check the DNS resolving for the http site, then the conectiviy to the site by using ping or traceroute, as most of the issues could be network issues, then if its reachable check the http code whiether its comunicating correctly with the server or not or finding the desired page it's requsting, then check the validity of the request being sent by check the method whiether its (put,update,post,delete...).
