I am usually an advocate of transferable skills and not placing too high of a focus on domain, industry or product experience, however this is one area where it can provide a unique advantage. There are many processes to identify risk areas, my favourite being traceability matrices mixed, however a tester or test manager who has been involved with a specific application within the organisation will have an intuition about the risk areas with any proposed change and may also identify those risks in the technical specifications. My advice: Get to know the whole application and how it is developed (speak to the developers), document the dependencies as well as you can (together with the developers) and build up your intuition on the risks.

It is important when choosing the testing strategy to understand the intended benefit of testing at each phase. There are many reasons to test, and each test level cover those reasons to varying degrees. If you understand the fundamentals of testing and cost/benefit analysis, it becomes clearer to identify what test types are required and more importantly, it becomes much easier to communicate why testing are the different levels is required.
