In my experience just because you are cloud based does not negate strong change controls and regression testing. if anything they are more important in the cloud vs on premises resources. cloud makes it insanely easy to spin up new infrastructure it also makes it easy to make errors in deployment which can affect the public perception of your organization. cloud is a powerful tool for organizations but remember its just a tool not a panacea and like any tool it needs to be used by a skilled craftsperson to deliver the promised results.
