Bear in mind that you might want to assess a person's ability of understanding the bread and butter of robotics: kinematics, dynamics and (basic) control. It is rare to find an experienced engineer with both software and robotics skills, if the person does not have them they will likely need to pick up some knowledge by following courses and video lectures. It is easier to learn those skills from someone else too. Unless your plans for that person are to keep them away from the motion of the robot, those are essential skills someone will need to develop if they want to became a full stack robotics developer

While a lot of robotics professionals are programmers, writing the robot's code, it's important to also have a broad knowledge about the fundamental mechanics: force, (inverse)kinematics, singularities as well as what happens around the robot (automation): machines, conveyors, communication (I/O, bus, ethernet), SCADA, sensors, vision systems

Assessing those skills goes in the same way as you would assess teamwork ability somewhere else. One thing to call out is the ability and willingness to support other team members when using the robot hardware. In hybrid or partially fully remote teams, it is necessary sometimes to be in the lab to adjust the robot setup or unstuck the robot manually. Those team members who can be in the lab should be happy to support those who can't, you shouldn't expect to rely on robot technicians to solve issues with your lab stations

Communication skills are vital for robotics professionals, as they involve the ability to communicate clearly and persuasively with various audiences and stakeholders, such as colleagues, clients, users, and the public. Communication skills can be measured by evaluating how a robotics professional expresses and listens to verbal and written messages, uses appropriate language and tone, adapts to different contexts and purposes, and engages and influences others. Some of the modes of communication skills are: reports, presentations, proposals, demos, manuals, and blogs.

As robotics is a young discipline, a lot of it is still happening in academic labs. Engineers should be able, ideally, to read a scientific paper efficiently and decide whether that work can be applied to your use case or not and if it is reproducible. Ideally the person should be able to spot unconvincing results and lower quality work and reject it. Engineers would ideally be able to rapidly prototype existing and new work, making sure they stay in focus and they timebox the effort to the needed time. They should be able to gather insights of performance, defining and capturing meaningful and relevant metrics, and present them to a wider group
