To define a precise scope is an effective way of reducing unnecessary costs of an EIA study. Only concentrate on the most relevant environmental issues and avoid any irrelevant issues. For example in case of an EIA of a road development projects adjacent a wetland in a non residential area noise and dust are not major issues with significant outcomes so we can ignore it. Based on my experience using the information of similar projects EIA report can save time and reduce the cost of doing the parallel work.

Stakeholders involvement in an EIA study can guarantee the quality of the study outcomes. For example conservation authorities or municipalities and environmental protection agencies can provide reliable information regarding the area such as required maps, areal photos, water resources information and any other required information . Stakeholders may provide the innovative ideas that can improve the process quality in a cost-effective manner. The community people involvement is important.If participate them by notifying about issues and benefits and outcomes of the process on their area and properties they will collaborate effectively. They can also assist you in process volunteerly.

Quality criteria in an EIA process could be : A proper scoping to make sure all relevant aspects of project are identified. A scientific and comprehensive impact assessment methodology to make sure all consequences of issues are recognized. Reliable baseline information and valid data help to figure out real issues. A reliable methodology of alternatives evaluation in order to come up with the most cost-effective solution. An organized and standard monitoring system for short and long term enables us to respond to any standard deviation. Mandatory environmental regulation and threshold limits must be referred in designing any purification and restoration measures.

Tools must be properly provided for any particular reason. Operators must be trained how to calibrate ,use and properly maintain the tools. Sampling probes and containers and their usage methodologies are basically provided by accredited laboratory. Detectores, pH meters and other similar tools must be calibrated and maintained properly and regularly. For impact assessment we can use matrices. Matrices are structured to have affected environment axis and environmental issue axis.This tools enables team to quantify issues based on the consequences magnitude. GIS is also a useful tools for data analysis and visualization that can be applied to identifying the occurrence of an issue.

5 Seek external review

External review is a process of obtaining independent and objective feedback on the quality and adequacy of the EIA from experts or peers who are not directly involved in the EIA process. It can help you identify and address any gaps, weaknesses, or errors in the EIA, as well as to verify and validate the findings and recommendations of the EIA. An EIA Report is 'Live Document', that is subject to modifications with any changes in the project design. The study should be made coherent to the project life-cycle to be more close to finalized design of the project to avoid later modifications. The most cost intensive part is the baseline data collection. It is advisable to use the allied studies and investigations of the project in developing the baseline i.e., groundwater investigations, geotechnical investigations traffic studies, hydrological studies etc. This will not only make a project-specific baseline but also cut the additional cost of collecting the data. Further, 'Stakeholder Mapping' prioritizes the potential stakeholders and filters out unnecessary consultations.
