1 NFPA 70

NFPA 70, also known as the National Electrical Code (NEC), is a widely adopted standard that regulates the installation and maintenance of electrical systems and equipment in the United States. It covers topics such as wiring methods, grounding, overcurrent protection, branch circuits, outlets, switches, lighting, motors, generators, transformers, and more. The NEC is updated every three years to reflect the latest technologies and best practices. As an engineering manager, you should ensure that your electrical projects comply with the NEC and any local amendments or codes that may apply.

I totally agree in complying with international standards. As per se on complying with local amendments, companies must ensure that it doesn't fall below the minimum requirements. Interpretation of the guidelines maybe mislead as to technical requirements. With the fast changing technology, the 3 year review of applicable practice may change overtime. Meteorological studies of specific locations based on feed design 5yrs or greater can no longer be applicable after a 3 or more years of construction phase. Example of which is the studies in Midde East whereby forecast of rains is very low thereby during FEED, requirements of lightning arrestors are negated but during operational stage, lightning strikes and thunderstorms are evident.

2 NFPA 70E

NFPA 70E, also known as the Standard for Electrical Safety in the Workplace, is a complementary standard that focuses on the protection of workers from electrical hazards. It provides guidelines for establishing a safe work environment, conducting risk assessments, implementing safety controls, using personal protective equipment (PPE), and training employees. The NFPA 70E also defines the boundaries and requirements for working near energized or de-energized electrical equipment, such as the limited approach boundary, the restricted approach boundary, and the arc flash boundary. As an engineering manager, you should ensure that your electrical projects follow the NFPA 70E and that your workers are qualified and competent to perform their tasks.

3 IEEE 1584

IEEE 1584, also known as the Guide for Performing Arc-Flash Hazard Calculations, is a standard that provides a method for estimating the incident energy and arc flash protection boundary for electrical systems. An arc flash is a dangerous phenomenon that occurs when an electric current jumps between two conductors or a conductor and a ground, creating a bright flash and intense heat. An arc flash can cause severe injuries, burns, or death to workers who are exposed to it. The IEEE 1584 helps engineering managers to determine the level of PPE required for workers who may encounter an arc flash and to label the electrical equipment with the appropriate warning signs.

Best practice I have observed is the BP and Shell standards, arc flash boundaries is being thought but not necessarily well implemented by some industries. Having such safety warning signs does not necessarily eliminate the existing hazards. Equipments tend to fail without warning specially when it is "LIVE". While most electrical substation is deemed Authorized Personnel only, most personnel without proper training and qualifications violates if no physical restrictions in place. Not to mention the short cuts being done when racking in or racking off panels whereby wearing ppe takes longer than the activity itself. Emphasis on effective engineering and administrative control must be in place in reducing the exposure to electrical hazards.

4 OSHA 29 CFR 1910 Subpart S
