Time per contract and days per contract. To do this you also need a complexity framework. You need an algorithm that automates this. Take the subjectivity out of it.

I do believe that before monitoring the mandatory "economic" KPI, we, acting as Contract Manager or at least responsible to secure an effective management of the contract, should screen some "process" KPI. I mean don't forget that the value gained through the contract is coming from the users. Unfortunately, some users don't have a clear idea of the obligations, mecanisms, workflow to apply, milestones to respect (in another words contractual risks to manage). So to my experience the 1st KPI is an effective contrract awareness session delivered to the staff !

My experience with metrics to measure performance was the always linked to the Contract Deliverables Requirements List (CDRLs) and if my contracting officer representative expressed concerns with the delivered goods or services or not. There were many steps along the way to getting favorable feedback, but suffice to say communication was key to ensure all requirements were met. A tool I relied on was the entire CDRL broken down with milestones and scheduled in-progress reviews to make sure we established metrics the contracting officer representative and the stakeholders were satisfied with in a detailed project plan within 30 days of award. This served as a great way to coordinate the agreed upon metrics to make the client happy.

The focus should not be day to dsy operational issues but strategic areas like market intelligence, current and future business improvement opportunities. The meetings should not be that frequent. For instance for a 5-year strategic contract, such meetings could be held quarterly.

However, whilst the contract is in flight, it would be worthwhile to consider these simple but highly effective steps to maintain enduring and trusting relationship with the contracting parties: 1. Have regular contract calls to exchange views on any current or potential issues 2. Consider POC/PIC matters between the parties 3. Resolve any differences at such calls, before the issues escalate to unmanageable levels 4.
