What are the key steps to identify stakeholders?

Brainstorm: Start by listing everyone potentially affected by your project, considering internal (employees, management) and external (customers, suppliers) parties. Analyze Impact: Go beyond initial roles and assess how each individual or group might be positively or negatively affected by the project's outcome. I agree. In my experience scope is best built top-down. Not hierarchical in the organisation sense but from your objective. A project scoping should always begin with an analysis from the question "In order to achieve our noble objective we need to change these processes, have these skills, leverage this technology and manage information in this different way. That gives you the high level process, organisation, tools and information management scope to refine.

An important aspect is to define what is out of scope of the project. The clarity and the boundaries of the project definition attribute to the success of the project.

Next, prioritize stakeholders based on their level of influence and interest in the project. Clearly articulating the purpose of the project in terms of why the project is required in the first place, what activities are going to be taken up and the outcomes / intended benefits it will deliver could be a good starting point. And getting this right will mean half the job is done in the process of identifying the key stakeholders.

In my experience, I’ve found the most success when numerous diverse perspectives and interests are consulted during stakeholder identification. As an Agile coach, categorization and prioritization are key factors. We work with the available capacity of resources for each iteration or program increment planning session. Based on that, we calculate the minimal viable product expected to deliver and ask stakeholders to prioritize the key functionalities they want teams to deliver in each iteration by creating user stories and tasks to track the progress of the project. At the end of each iteration, we demonstrate what our team has developed in the last 10 working days. If any change in functionality is recommended by stakeholders, we accommodate it in our upcoming iterations. This is a very important point for me and my team.

Also, each stakeholder might have different interest and objective so keeping a track of it is also important.

Regular updates and validation through direct communication ensure accuracy. It's very important to define each stakeholder's role and responsibility for the successful completion of a project. Using a "RACI" matrix can be extremely helpful - since it forces the Project Manager to define each stakeholder into one of the following categories: Responsible, Accountable; Consulted and Informed. This helps to identify who and under what circumstance a stakeholder should be notified and/or receive certain communications. Asking the Stakeholder to review and approve the RACI chart, also forces the Stakeholders to agree and confirm at which level they are expecting to participate in the project - and most importantly establishes who is ultimately responsible for delivering the project.

I could regurgitate the standard stuff listed but lets assume we all know this and follow best practices. I believe the key to engagement and communication with stakeholders (especially the project team and sponsor) is to develop trust and respect. Do you know anything about your team members beyond their skill sets and expertise. Spend a little time getting to know who they are. Do they have families, what do they do for enjoyment, how are they feeling, etc. Let them know that you value them beyond their contributions to the project. If you do this you will develop a warm rapport where communication and honesty are free flowing. I join my meetings a bit early and whoever is on I talk about non work things. It makes things better.

If you have the opportunity to frequently meet with your stakeholders (on-site, at their premises, during professional events, etc.), engage in discussions on diverse topics that go beyond the usual work-related conversations. Not only will this help uncover new needs or clarify existing ones for the ongoing project, but it will also establish a connection. Stakeholders will be more likely to approach you calmly to discuss issues even before they become serious, urgent, or need escalation within their respective hierarchies.
