Must do an assessment: ?evaluate the specific cleaning needs and challenges of the space. Begin by thoroughly assessing the premises to identify specific cleaning requirements. To have an effective housekeeping program, i think SOP's, training, communication & dealing with a guest is very important. If these elements are tackled and you have a very good listener in the executive housekeeper it will be enough for the Housekeeping department. You can also make the use of SWOT analyst model in the department to monitor and evaluate the progress.

One thing I have found helpfull is how the executive housekeeper behaves to housekeeping team members .For example guidance, training, supervision, evaluation, empowerment can be very helpfull to a such demanding department in order to be succesfull .
