Some a bit more practical thoughts on this topic: 1. A comprehensive understanding of current threads and tendencies, not only from a technology point of view but also from a business of view (what lines of business are mostly targeted and why). Connect with your peers and government agencies to understand what's going on. 2. A deep understanding of the whole software stack, from bare metal to UI. 3. Think redundancy and frequent testing at every layer in the stack, even if boring. 4. Make sure you have a well defined and thoroughly tested process to isolate and contain possible breaks. 5. Partner with security specialists to stay on top of properly addressing potential breaks. 6. Ensure you have the budget for all of the above.
