The services sector economic activities should move to the urban fringe areas or satellite urban centers (towns). This has great implications on the growth of income generation to fringe area locales, eventually leading to become self-sufficient and economcally viable areas.

Success can be measured in terms of increased satisfaction and happiness among residents, as well as a greater sense of belonging and identity. Additionally, social capital and networks should be strengthened, while social problems such as crime, violence, drug abuse, homelessness, and discrimination should be reduced. Finally, adequate and accessible social services and facilities should be provided to the area's residents, including education, health, culture, and recreation.

I would vouch for the 'reuse factor'. Instead of expanding and/or demolishing the existing structures, there should be suitable re-design to reuse. So one indicator of urban regeneration should be: -how much space has been promoted for re-use, and its proportion to entire built-up area and volume.

Urban regeneration projects are most visibly seen through physical transformation, improving the area's functionality, aesthetics, and accessibility. Notable indicators of success include improved design and quality of buildings and spaces that reflect local character and culture, increased mix and diversity of uses, enhanced connectivity and mobility, and integration with the wider urban context.
