What are the key elements of a successful baseline study for water quality and supply?

In accordance with the WHO water quality standards, the parameters of sampled water to be measured for the baseline study should include Dissolved Oxygen (DO), temperature, pH, turbidity, salinity, Total Residue Chlorine (TRC) and Suspended Solids (SS). In addition, other relevant data, such as the sampling locations, water depth, time, weather conditions, sea conditions, tidal stage, current direction & velocity, special phenomena and work activities around the monitoring and works area that may influence the monitoring results should be measured and recorded in the water quality monitoring logs.

I think it is very important to identify the water source (surface or groundwater) because it will determine the trajectory of the study. Each water source has its peculiarities, and its response to various factors that impact water quality is different. These factors range from geology, climate, anthropogenic, etc.

Firstly, it should include thorough water quality assessments, analyzing parameters such as chemical composition, microbiological content, and physical characteristics. Hydrogeological studies are crucial to comprehend the water source, aquifer properties, and groundwater flow. Accurate mapping of water sources, catchment areas, and land use patterns aids in source protection and contamination prevention. Monitoring seasonal variations and climate impacts ensures resilience in water supply systems. A robust baseline study should engage local communities, incorporating their traditional knowledge and addressing their water needs for sustainable solutions.

In order to confront the increasingly severe water problems faced by all parts of a country, it needs to make a commitment to research on water resources. A mechanism is needed to coordinate water research. For ecosystems and other users—as well as emerging challenges such as climate change and the threat of waterborne diseases—confronting the areas' water problems concludes the areas of water demand and use, water supply amount, and other institutional research topics such as water quality and groundwater or water seepage, etc. Good luck

My experience conducting a baseline study on baseline groundwater conditions in Brava Island (a small island in Cape Verde, West Africa) made me understand the importance of partnering with the locals for data collection (groundwater samples). So, it is not only about having the right tools and conducting literature reviews before the data collection but the ability to interact with the locals goes a long way in collecting credible data.

The ability to report the outcome of a baseline study clearly and concisely that is devoid of "scientific jargon" to a wider community is vital. It is not enough to conduct a baseline study, but can the outcomes be passed to stakeholders? This is sometimes a problem in the academic community. However, continuous improvement in public engagement will assist in writing "stakeholders-encompassing reports.”

One thing among others that I have found helpful in baseline studies, is Calibration is crucial for ensuring data reliability. Uncalibrated instruments can lead to significant errors and misinterpretations. By incorporating calibration into a comprehensive QA/QC program, hydrogeologists can enhance the quality and credibility of their studies.

Data gaps can be an issue in many developing countries due to the unavailability of up-to-date data monitoring stations. In this case, you may need to rely on secondary data sources such as remote sensing. However, this may not be the reality. Therefore, caution should be made when making recommendations. I have taken these cautions in some projects on groundwater baseline studies in developing countries.
