Reading the content it seems fairly thorough, however to identify objectives and roles can be easy on paper. It is important that the training be run in a way that enables team members to be creative and learn under stress and under real conditions. You must actively test every tool and implement the back-up plan during training. It is also imperative that the plan be authored after accessing the lessons learned from other groups and organizations in that region. Redundancy is also key; i.e. never rely on one person or one radio.

Local knowledge is vital and communities that experience regular flood events normally have an informal system to cope with the myriad of problems. The length and severity of the flood will test these systems and it is important to provide support without setting aside local involvement. Find ways of communicating with the local network and reinforcing local logistic arrangements. Local commercial interests have to be considered as their business model has to survive the event.

While it’s critical for a crisis communications team to take an all-risk approach, it is also vital for the team to understand specific risks applicable to a community or organization. This helps the team develop the expertise needed to guide the crisis management team through the public information elements of a major emergency or disaster. A knowledgeable crisis communications professional (CCP) can easily participate in crisis management team meetings and discussions and can also contribute to more informed public information products such as press bulletins and releases. Further, if the crisis leader is engaged in crisis operations and cannot step up to the microphone, the CCP can coordinate with the press with a sense of comfort.
