The key components of an emergency plan for any kind of venue or event are the inputs of your key stakeholders. Identify your assets, both standing/present (venue service providers, security) and reactive (law enforcement, EMS, fire service). If you have not had a roundtable with representatives of each of those all talking with each other, you almost certainly have a poor plan. If you start with interoperability, communication channels, and clearly delineated responsibilities, then you have a fair chance of ending there. That said, "No plan survives first contact with the enemy" so make sure desired endpoints are stated.

Comprehensive plan to include; List of agencies in response to include police, fire, other emergencies management agencies in support. Possibly the statewide agency for support. Communications between these agencies and how it will be accomplished Mobile Command, where will it be relative to the stadium and the JOC. Nearest level one trauma center center and other supporting hospitals. Annual meeting of ALL STAKEHOLDERS establishing relationships and protocols. Build a livable, changable plan, revise as needed and practice annually at some level.

We cannot buckle a seat belt on a commercial flight without basic safety briefing. Given the far greater numbers attending sports, entertainment. Social and religious events , wouldn't a basic orderly evacuation briefing be useful? That, and a well thought out and SIMPLE protocol for real time use of the venues' public address system to direct attendees ain real time should an emergency occur. Verbosity and "insider" emergency management jargon will only befuddled folks before and during these events. K.I.S.S.

I have written about this before, in other security publications. One of the big faults I see in scheduling law enforcement for big events is that they finish their shifts as the event is ending. As we saw from the London bombing in 2017 that happened at the end of Ariana Grande‘s concert, the vigilance of law enforcement personnel naturally tends to go down as they reach the end of their shifts. I would schedule overlapping shifts, so that other officers are on full duty for several hours after the event to make sure the facility is cleared and the exit areas are safe.

One thing to remember is that you cannot account for every scenario in your protocols and procedures. Look at the audience to determine the type of training that should be scheduled based on factors like: current skill level, knowledge retention, complexity of required skills, and recurring frequency to ensure proficiency. Lastly, assessments are needed to determine if there is improvement in response capabilities compared to the desired end state. Maintaining accurate data of the training is important to supporting an assessment of the training strategy.

Effective training and SOPs will allow the first responders on the front line to deal with the immediate challenges of an unexpected incident. Whether this is a security situation or mass casualty incident, a well developed immediate action on scene will give the head shed time to recover, assess and then respond with a clear plan of attack.

An exercise program; components (drills, TTX) focused on functions identified in the plan & culminating in an FSX that validates the plan and it’s functions while identifying gaps in the training for those functions

Plans must be practical and pragmatic and pre event \ pre season training must be the same. Humans in crisis function on a limited capacity regardless of knowledge and skills; then add unpredictability, rapid evolution, untrained \ unfamiliar involvement and you have controlled chaos at best... Make sure your training, and pre event briefing (!) is short, simple and clear, with built in redundancy and with easy communications to knowledgeable decision makers.

The spectators themselves are a hazard in a large sports arena. Aside from the emergency exit signs, spectators have little instruction to lessen panic and know what to do. You could run into stampeding of exit points, trampling and other risks involved with an informed public. Ways to mitigate these risks would be to ensure on stadium/team websites that there are pages with what to do in the case of __________ emergency. Simple instructions that spectators could view before coming to an event or even during an emergency. Utilization of emergency alerts to personal devices on-site coms systems with easy-to-read instructions and a tested communications plan in place will also help mitigate these risks.

My team and I led an Emergency Management program for the construction and opening of a new Major League Baseball Stadium several years ago. When doing large scale multiagency events, I always run a full scale comms / notification drill. Often, I have to do this twice because of the # of short circuits in the notification process that require ironing.

In my experience, the key component is ensuring your staff and local area first responders know each other and the venue. Getting to know one another and the layout of the venue during a critical incident isn’t optimal.

It is critically important to have good governance and clear lines of accountability and responsibility between distinct decision making bodies, whether at the strategic or tactical level. This includes preparedness and response. Also, the linkage to your BCP so as to be effective in transitioning from response to recovery and return to normalcy.

Do not expect that the crowd (fans, employees, players) will do what you want them to. If there is a major emergency they will do what their brain stems tell them to do, which is probably "stampede"!
