Según mi experiencia laboral, en la cual he interactuado desde mi trabajo (Concejo Municipal de Oruro) con todos los distritos de Oruro, he podido evidenciar el desorden urbano a falta de un Plan de Ordenamiento Territorial, ya que el orden urbano lo establece un documento obsoleto (vigente) como es el Plan Regulador del a?o 1976. Es decir, al no existir zonificación y tipologías urbanas, existen tiendas comerciales improvisadas, invasión del comercio a la acera y a la calzada, la misma que se mezcla con zonas residenciales y construcción de edificios por doquier.

Tenemos que tener claridad en todos los aspectos que realmente irrumpen en la cultura durante un proceso de gentrificación; creo que uno de los más importantes son las políticas públicas (planes de desarrollo urbano, concesiones, planes de vivienda, etc.) que se vuelven partícipes en la desaparición de las costumbres, tradiciones y algunos espacios de difusión las mismas, ya que al existir el desplazamiento de la población que habitaba la vivienda dentro de los barrios y colonias acelera su desaparición. También se debe de tener claro que el rescate de las tradiciones, no lo debemos dejar a manos de la administración gubernamental sino que los colectivos ciudadanos deben ser un actor activo que proponga y fomente nuevas soluciones.
