What are effective strategies for soliciting feedback from reluctant participants?

Instead of soliciting feedback, show the participants how you have utilized the feedback and suggestions from some of the previous programs to improve upon your processes. Promote a team meeting, where everyone can collaborate at their best. It's simple and it always works for me. I gather the team in an isolated room and create an environment of complicity. So, i ask for feedback. I hold this meeting quickly, so as not to lose initial motivation.

I agree! It is critical to create a safe space and open-minded attitude for individuals who may be guarded. Recently, I was involved in a process where employees were asked to give feedback. Several people did not feel comfortable for the very reasons mentioned above. There must be actionable steps taken to build trust - this is ?? key! It is the security blanket that is necessary for others to feel comfortable sharing positive and negative feedback.
