I think that a project manager should have a well-balanced mix of soft and hard skills. Looking at soft skills, I would say that listening and understanding human behaviour are critical. Once you are able to connect with someone and understand where they're coming from, it will be easier to negociate and communicate. As for hard skills, it really depends on the field you are working as a PM. You should know a few things about that area/field, otherwise you lose credibility and authority. And if you don't know the field, the above soft skills will help you reach out to people and learn from them.
