Delegate within department or from other department, if still do not have the source, outsource. Even looking at giving the overtime to other department to work on the task that can be done and supervised. Ability to be agile having a baseline capacity of resources. Either the outspurce to be a short or long term depending on the project or requirement. There are a lot of outsource skill manpower contractor available for short ot long terms.
