In my experience you should take the strategic approach and be honest with yourself, this approach will allow you the time to hone your skills and knowledge to warrant the increase in salary. As a junior engineer I was told to always be snapping at the heels of the person above you, this means they have to perform their duties as best they can because they can see you have fire in your belly. And this shows hunger to learn and the focus to do the job to the best of your ability while hunting your next step upwards.

One thing in my mind, the companies who can bear the expenses should have technical support from experienced people or someone from the technical universities and to use modern technologies to understand the benefits. Discussions, result oriented,focused and good communication may be good tools to handle the situation.
