Sit down with management and create a clear roadmap of how you want to progress as well as what training/educational assistance you need in order to make those goals. If this isn't something they are willing to integrate into your personal development it is likely best to find a place that will meet all of your needs. Personal development shouldn't be something you have to work hard to get. It's part of your right as an employee.

I'd seek other work options or inform management about my need to further my education. If I am valued, they should give me a study leave or something similar.

Office administrators may not have access to the necessary resources for training and development, such as budget, equipment, or facilities. They may feel that their efforts in training and development are not appreciated or rewarded by their employer or clients. They may lose interest or enthusiasm in learning new skills or improving their existing ones. They may not have the support or encouragement from their manager or colleagues to pursue their professional growth. They may need to be creative in finding opportunities to learn on the job.
