What do you do if your limited budget is hindering salary negotiations in Systems Engineering?

Remote or WFH options is one of the best choices. Anyone who has been in IT at any level understands that it isn't a strict 9-5 job. Time Flexibility is a REQUIREMENT. Planned outages, cutovers, patching and implementations are usually done off-hours. Time Flex is already built into the Job - or should be. If "Flexibility" needs to be enhanced, it needs to give the engineer(s) MORE of what they don't have - and that would generally working remotely or from home. As long as the job gets done when it needs to get done (and we don't need more Agile people micromanaging us), and the customer is happy - remote and WFH options go a LOT further than most management can imagine.

Let's start with what NOT to do: 1) DON'T make empty promises that 'we'll review it in x months...' 2) DON'T make any empty promises of 'we'll promote you...' 3) DON'T promise bonuses unless you can document them firmly. What you CAN try is: A) A 'paid day with our team' if you are confident that your company is a really great place for a systems engineer to work and that you are certain the candidate is who you need. Give him real responsibilities for the day and a requirement to submit a report. B) Arrange an intro to talk to senior management - no agenda except his. C) Make a one-time offer with a 24 hour accept or reject condition after the visit. You can only do this with your top few candidates for a senior systems engineering role.

Offer some other advantages that don't involve money, such as flexible hours, leave, remote work, or some other advantages that may be a benefit to them.

Flexibility for motivated and mission oriented people may increase their productivity. So propose him/her flexibility if work is done on time. Flexibilites are not bounden with time frame but also may do extra work with other companies, may give lectures etc.

The issue with benefits is, that while they are nice, and sometimes required, they are - as the saying goes - "not going to feed my family". It would also need to be explained how the company can spend more money on benefits but not salaries - ESPECIALLY with current inflation. For instance, a $10k enterprise training package can help more people within the company, or they can give a single person a raise. BUT - upping the 401k match is a little less convincing as it is not something that is tangible or will be realized in the near future. I believe it comes down to communication and openness about available options or company finances, which is something that management is generally not open to.

When salary constraints limit what you can offer professionals, emphasis on leadership opportunities will increase the individual experience and skills and may be very attractive. Also, any opportunity for mentoring from senior employees is a low-cost benefit. Consider offering to pay for certification programs and associated training.

Equity options are great idea, given the company is 'small' enough or the equity is large enough. Case in point - AWS is well-known for their stock option packages as part of their salary negotiations. BUT, its also AWS and the amount of stock and stock price are very attractive. Smaller (private) shops may not have that (public) option, but could still tie equity to personal performance, company performance, timed vestment or a variation of these and other factors. Given enough in volume (we're talking full percentages here, not 10 or 15 shares, etc...), this would enhance offerings, motivation and overall teamwork knowing that everyone had skin in the game, just like the company founders.

Stability is a big concern right now. Depending on geographic locations and work availability, having a stable workplace is a very valid question in a lot of people's mind. When funding becomes a concern in a more job-limited area one of the worst case scenarios is losing their job. Along with other previously listed ideas, the 'stability' factor should play a role in each of the considerations. Looking to bring people on or keep the ones they have - with limited funds available, "stability" is something that should be (honestly) assessed. If a risk is involved (i.e. a 1yr contract, etc...), it should be noted. Even large companies are dropping entire departments & product lines. This doesn't sit well with anyone paying attention.
