This depends highly on the culture of the person receiving the feedback and your own culture. There are cultures that appreciate straight to you gave negative feedback and they take it as an opportunity to improve. Other cultures can become highly defensive and take it very negatively. Knowing where you stand, your style of giving feedback and your receipients (I suggest reading the Culture Map book) will play an important role for the feedback to be effective.

I have had an open door policy where any of my employees or colleagues could walk in if I'm not busy to share their thoughts. I was pleasantly surprised after working with a large group of employees from India of how special they were about this: they would say that it was the first time they have experienced this direct approach to their Director, without having to go through a middle man. This have them new how and a desire to share new ideas. Of course not to undermine my managers I would often ask them if they did involve their manager, but would always listen. It created a very positive environment.

I have had to often embark on some direct coaching with my direct reports when working on improving practices or even attitudes. Of course if this is with a peer or someone that doesn't report to me then, the follow up is high level and purely based on results. Changes come through perseverance and patience.

Even the most critical feedback can be delivered with empathy and support. If we show why we are providing the feedback and how it can help improve the person, it will help that individual. There is no need to tear someone down. Rather build them up with the right level of critique and support for them to improve.

There is a concrete and soft skills side of this question. You can normally find a realistic vision on the current state of architecture and what needs to be done to improve things or to reach a specific goal. This clear vision has to be the center of all communications in this area "What do we need to do?". Supportive is normally framing that message and leveraging OCM skills to get the message to the right stakeholders in the right order. How do I deliver this message? Who needs to hear it first? Who has the power to make a positive impact? The bottom line is that you can have the right informaiton and the right plan, but if it is not delivered to the right people in the right way, you will not have an impact.
