In my experience bosses expectations continue to change because of their level of engagement towards each team member or stakeholder. This creates a wider scope of work to cover alone, hence the importance of seeking support from your boss, other colleagues and mentors.

As per my experiences, one thing helpful is baseline including financial. Keep consistent documenting any change request, so it will help to respon any question in the future. One more helpful is regular governance meeting. If the expectation changing, they can address in this meeting and every meeting members will be recorded of the changing.
