It is always helpful that Goals are clear, the goal of the Company, the Departments, the sections, and the job-specific goals. The alignment of these goals toward business objectives is necessary for the organization to progress. Periodic review and adjustment of these goals by the concerned officers and personnel should be implemented the soonest. Especially so when there is a change in the business environment where a slight adjustment in strategy or direction should be implemented to maintain alignment of goals - a vital subject of management meetings and reviews.

Performance evaluation is a very good feedback reference. A simple database system can be designed to record and monitor this. The attainment of targets accomplishment, the schedule, the cost, the safety (frequency and severity rate), absences, the training evaluation, and the competency rating of personnel against an established matrix are reliable sources of information. The rating system should be discussed and made known to all at the start and the relevant reward system should also be made clear to all.

I remember referring to the PMbook by the PMI to establish some competency metrics that were presented for review to project managers, department heads, and later to top Management to be used as a reference in the evaluation of Project and personnel performance.

Performance evaluation should aligned with the Organization's goal. It must be aimed to ensure that the organization and its personnel will progress towards its successful attainment. The simple evaluation sheet is a good start while the report from the records/database should support it. We refer to Performance here as the achievement of the Organization, the Department, and the Job owners/personnel.
