Going through the reviews of previous users objectively will help in identifying the pros and cons of the learning tool. Regarding Critical Thinking tools, the best way to analyse the usefulness is the trial and error method. It is because the degree of usefulness and effectiveness varies between people. So, go through the syllabus/preview, analyse the reviews and use the tool. If the tool is useful, the learner will be able to critically analyse the effectiveness of it using what is learned from it.

Part of Learning about critical thinking is to test, assess, and iterate objectively. while going through the program try to implement the findings in real time. Take any problem you have use the methodology to try and solve it. Wherever you feel lost or stuck note it and move on. when you test again monitor where you get stuck or lost. The constant will be where your skills lack. look for a program that will focus on your specific challenges.
