What do you do if urban sprawl and congestion are overwhelming your city?

I think that transportation challenges are the greatest ones facing city planners. There are now enough examples of communities diversifying public and private transit choices as well as promoting walkable cities that communities need to develop a plan and try different strategies. The Mayor of Paris has promoted the 15 minute city and is closing streets to cars and making it more convenient for bicyclists. Matching the economic cost of development with the tax and infrastructure revenue needs has long been a challenge. Mixed Use developments are a key to the change. Higher density/intensity with proper public transit is also critical. And lifestyle choices in terms of smaller vehicles and a modified suburban pattern.

Each city has its own story to tell on how it reached a situation where the cycle of urban sprawl is feeding into congestion. The plot could be about housing being too expensive or private car ownership too high. Other cities may suffer from a lack of mixed use developments so peoole commute from one side to another. Smart Zonning need to be based on an evidence_based analysis of the different associations that have brought congestion to become a tipping point for the city. Sprawl also wears different masks and in a way, our role as urban planners is to unmask and unravel the different faces of the sprawl that is masking a better future for tbe city .

Master plans as tools for development can help to regulate development and land uses in cities geographical limits through zoning and development controls. But, if urban sprawl is to be tackled, there is a need for policies, strategies and spatial perspective plans at higher levels viz. Regional, national etc. And this has to be coupled with transportation, housing and environment policies. Political and administrative will, results of data analytics, community awareness are key to prepare and implement a top down spatial planning mechanism which will be improved and refined through learnings from grass root level implementation.

Políticas antigas e ainda atuais em cidades do Brasil separaram o local do trabalho de sua casa. Sem contar que as áreas de interesse social s?o, quase sempre, em locais mais afastados. Com a pandemia houve uma acelera??o do que vinha se pensando: trabalharmos remotamente. Os servi?os públicos, outrora somente presencial, se adequaram e conseguimos "ir" menos a esses locais, entre outros tantos servi?os que conseguimos resolver on line.

Invest in enhancing public transportation infrastructure, expanding transit networks, be it rail/bus network, try improving service reliability and frequency, uplifting the quality of public transit is key I have realized from my experience in cities like Singapore. Quality of journey in public transit, e.g., cleanliness, transit efficiency etc is important too so that people from all income groups are willing to take it. Simultaneously, on the land use aspect promote transit-oriented development by encouraging the growth of walkable, mixed-use communities around transit hubs. Implement zoning regulations that prioritize dense, mixed-use development along transit corridors, with an emphasis on providing affordable housing choices.

Integrate all public transportation systems in the city through Transit Oriented Development (TOD) design to cater 1st mile and last mile solutions.

In my experience, reducing the use of private cars is one way to reduce urban sprawl. It helps reduce the strain on transport infrastructure and helps reduce pollution as well in the form of gas emissions. It mostly promotes social integration.

Effective traffic management starts with reliable data. Traffic models can predict congestion and the traffic flow. You can only implement effective traffic management strategies when you know which effect certain interventions have. Based on that knowledge, you can design a mobility plan for the city with effective strategies and optimize your available space for traffic.

Tax incentives are a multi beneficial carrot for many reasons but this also needs to be aligned with large scale investment nationally and through decentralisation subsidised through the public purse! Car ownership is also far too easy and is taken for granted! Integrating essential services into new development will internalise travel behaviours to a degree but must be considered in parallel with town centre investment

Successful community engagement is only possible when government, developers, etc. are truly interested in the outcome. Too much I saw kind of fear: "what if they want something else than we planned?". If that's the case, don't start engagement. Community engagement is a two way commitment. Everyone involved has to have the same mindset. You can even start with agreeing on certain rules and requirements. Community engagement is not just letting people tell what they want and think, but also to take the role as expert serious and discuss what people bring at the table. Take the people serious and expect from them to be serious as well and to take responsibility for the outcome of the process.

The phrase “urban sprawl” is a lot like the term “urban crime;” it’s wildly unspecific and is often used to stigmatize the people experiencing problems, rather than analyzing the problem itself. Community engagement is a great way (if done well) to dig down to the exact experiences people want less of, and highlight their desired future conditions. Very few of the other strategies on this list get accomplished unless you can educate citizens and get them to advocate for their desired future state.

Congestion and sprawl overstep jurisdictional boundaries. They can best be combated by integrating transportation and land use planning and investments at a regional level. There are many proven tools you can use. Consider an urban growth boundary. Invest in transit. Change plans, policies, zoning and institutional capacity to focus denser, mixed-use growth near transit stops. Make infill legal and eazy. Get rid of exclusive single family zoning. Calm your streets and prioritize walkability. Take a long view and stick with it.

Providing More Public Spaces This helps create a sense of community and helps reduce social segregation. It also helps the community form stronger social networks. This may be through the provision of play grounds, public parks and community centers.
