It is important to allow your team members to work on the full part of the project to allow them to learn and develop, especially for team members who are showing the ability to learn and develop. I am not in favour of assigning an engineer to do the design of specific elements only for long periods like beams or columns as this could be unfair to him and could cause a problem when you have limited resources.
