What do you do if a game level designer's performance is lacking?

First you have to go through the layouts of the level designer because level layouts show how much work or effort has been put into level designing. Then analyse the recent work try to find the problem there but most probably you will find the problems in the layout then reach out to the level designer and try to discuss with them if there is any problem in your communication of ideas or they have reached a blockage in the design process because that is the most common problem in level design that you most of the time reach a blockage in terms of design.

Be open to a discussion try to discuss as openly and frankly as you can asses your communication as well and your game design as well and take the perspective of level designer on that too if there is any problem in there which is causing the problem in level design

Set small goals which can be level based or can be area base simply depend on the game you are working. Set small goals and work towards making them close to perfect pay attention to every small details in the process and come up with design solutions for that first.

In my opinion, playtests (by the designer himself and other teammates) and feedback are extremely important tools of LD. Both of them ensure a better quality of the level. I prefer to give feedback like this: this is good and this as well but here there is a problem and here is why & my suggestions on how it can be solved. LD himself can decide if he wants to accept my suggestions but I don't leave him just with critics. We all want to create a masterpiece, so even if the issue is not yours - it is yours :)

I prefer weekly meetings dedicated to level design where I can tell what I've done during this week, have feedback on my work and tell what are my plans for next week. Also, if I will get well-deserved compliment from time to time it is even better. I think it is important not only to get compliments but to give them too, it creates a positive atmosphere within the team.
