Intent plays a large role in my profession. We have access to certain information that should only be accessed under the proper conditions, such as criminal history checks and personal information from identification. I believe it would be smart to begin an audit trail, possibly involving IT personnel to go through the persons history of accessed information. This may have just been the time they actually got caught accessing information they shouldn't. There are certain legal repercussions, as well as employment eligibility, for accessing confidential data.
