In my experience, the goal is to eliminate inconsistency and inaccuracy with the data. Keeping that in mind, I would emphasize the importance of understanding the root cause of dirty data rather than just blindly applying hotfixes. Data with errors should be traced back to the source, and one should try to address the problems at the origin so that some data cleaning overhead can be reduced. Try to find out what will prevent bad data from originating in the first place. Assessing and rectifying root causes elevates data cleaning from tactical bandage to strategic?enhancement.
