What are the best ways to establish adaptable urban design guidelines?

I believe the first step in establishing a good urban planning goal, is to have a broad and detailed discussion about long term objectives: 10-25-50 year goals. Setting a good analysis plan in order to foresee these future needs can make or break a good design. Next step is of course incorporating sustainability principles, walkable city design, and sanitary and green space design, adaptable for future use.

It summarized by what I call the "urban fives": context, connect, coherence, code, and cost. 1-Context: Understanding the unique characteristics, history, culture, and environment of a particular urban area is crucial. 2-Connect: Creating connections within and between urban areas is essential. 3-Coherence: Urban design guidelines should promote a cohesive and consistent aesthetic, architectural style, and urban fabric. 4-Code: Establishing clear and robust codes and regulations provides a framework for implementing design principles. 5-Cost: Considering the economic aspects is vital. In conclusion, it must be established by considering the context, promoting connectivity, ensuring coherence, implementing codes, and considering cost.

Include section on "Effective Implementation" with supporting policies, conducive zoning rules and incentive programs (if applicable).

Above all, the focus should be on creating communities based on shared values and giving urban spaces an outstanding character to unlock their potential.

In terms of the needed spatial and other aspects research of a present environment I would suggest an approach based on Jan Gehl's theoretical and practical experience (Cities for People). It's a complex theme where each different urban environment does need a different approch, but the general method can be applied in most scenarios. Add in some interdisciplinary perspectives and you have a great data set to build upon.

Identify vulnerable communities who would be most impacted and plan for them Spatial analysis and interpretation is crucial. Aspects like incorporation of green buildings should also be considered at local level And always give preference to traditional methods be it construction, water harvesting, or others

People make the communities of any urban area, and the end users are obviously the most important stakeholders. By engaging them in iterative and integrative processes, we can limit urban sprawl and accomplish much higher densities in city centres which lead to more resilient and THRIVING communities!

Participation should be the first, second, third, fourth and last step of a process. Even if you are both, an expert and a resident of the territory being planned, you only know a part of the experiential reality of your community. Start your process promoting it. When the community knows your team is working on reviewing your urban regulations, invite them to expose the problems they experience. This first step will give you a wide scope of the problems that need to be boarded in the process. Once your team figures out the root cause of these problems, present it to them and collaborate to find solutions they are willing to engage with. Finally, empower them to act out on the agreements reached.

Listening to the people is important but we have to filter out ideas that are against the general rules on sustainability. The general public in some areas always want more parking for cars. It doesn’t necessarily mean it is the best decision for the future of the community.

Flexibility and inclusiveness of the principles will allow accomodation and consideration of different contexts (historical, cultural, economical, environmental, spatial and so on) which are very important and determining parameters for the development of urban environment.

It's helpful to have process guidance that encourages designers to get creatively involved in a site engaging with how they and communities feel about it, its history and future potential. Rules are sometimes there to be broken. Manchester City's design guidance invites applicants to comply or justify allowing for creativity and innovation so long as there is a compelling story.

When we talk about sustainable landscapes we should remind ourselves that existing landscapes we inhabit, urban and rural, were brought about over millennia of human intervention. Sometimes these interventions are regarded positively - beautiful cities, impressive managed parklands, integrated agriculture and so on. Today we have the capability through technology, planning, development, exploitation of resources, war and neglect even, to radically alter our lived landscapes in a much shorter timeframe. How we start a process that includes some design, how we execute the emerging plans and how we monitor and evaluate are as important as what we are striving to do.

Be innovative to offer an alternative lifestyle for the community. They don’t necessarily like the decision to change during the design phase, but they always love the next new things when it comes out. No one wants to take care of an urban farm during design but when it comes out, it is always popular with people.
